Article S - Health Benefits
Regular employees who work 20 hours or more per week may elect to participate in the State Employees Health Insurance program. The library bears most of the cost of the premium for health insurance for individual coverage; family coverage is available for an additional charge. The employee authorizes the library to withhold from his salary the proper amount due for the coverage selected. The employee pays the premium set by the State Health Benefit Plan for the coverage which they choose.
The library participates in the State Merit System Flexible Benefits program. Options available to each employee include life, disability, accidental death and dismemberment, and dental insurance; legal coverage; spending accounts for health and dependent care; and tax sheltered annuities. The Business Manager has complete information about each of these programs. However, it is the employee’s responsibility to review coverage, investigate options, and to file benefit statements. The Library’s responsibility is simply to make coverage available.
H. 1. Overview
Athens Regional Library System provides a wide range of benefits to eligible employees, for which payroll deductions will be made. Eligibility for benefits depends on job classification and other factors. Some benefit programs require contributions from employees, and some are fully or partially funded by the library. Terms of written plan documents or insurance policies for specific benefits are the controlling documents concerning benefits described in this policy. Information about benefit options is available from the ARLS Human Resources Office.
H. 2. Group Health Benefits
The Georgia Department of Community Health (DCH) and its State Health Benefit Plan (SHBP) Division serve as the Plan Administrators of health insurance coverage for Athens Regional Library System employees. The library will offer group health benefits according to the current DCH and SHBP requirements and regulations. The library bears most of the cost of the premium for health insurance for individual coverage; family coverage is available for an additional charge. The employee authorizes the library to withhold from his or her salary the proper amount due for the coverage selected. The employee pays the premium set by the State Health Benefit Plan for the coverage chosen. Details relating to plan options, eligibility, premiums, benefits, or other aspects of the plan are determined and governed by SHBP. Information about group health insurance is available from the ARLS Human Resources Office.
H. 10. Flexible Benefits
The library participates in the Flexible Benefits program made available for state employees through the Georgia Department of Administrative Services (DOAS). Eligibility for enrollment in Flexible Benefits is determined by DOAS. Information on eligibility and options available through the state is available from the ARLS Human Resources Office. Employees who choose to participate must investigate options, make their own decisions, and file for benefits directly. All costs for flexible benefits are paid by the employee and are made through payroll deductions.
